Prior to working in affordable housing development for 15+ years, Ms. Villegas worked in politics for over a dozen years on both sides of the aisle (at the local, state and federal levels) longing to bring about change in the communities she saw lacking basic provisions like quality affordable housing, retail and educational opportunities. To this end, her mantra has always been to start with the end user in mind, focusing on how best to create environments where functional spaces for people, services and operations are tantamount, in a way that is financially feasible and efficient for developers and builders. Christine's experience in the affordable housing/real estate development sector ranges from acquisition, predevelopment, finance, construction and lease up resulting in the completion of approximately 1500 affordable housing units throughout Southern CA. At Mariposa, Christine's work includes supporting affordable housing developers at every stage of the development process, including conducting feasibility analyses, developing pipeline and funding strategies, securing capital commitments, leading loan closings, architectural and construction oversight, lease ups (including complex lease ups with multiple populations), permanent loan conversions with LIHTC and tax-exempt bond financing, and negotiating financing agreements from public and private lenders and limited partnership agreements with LIHTC investors.
With an emphasis in project management and land acquisition, Ms. Villegas has previously worked for privately held and nonprofit institutions learning how to best steward public funds and navigate the myriad of regulations in complex affordable housing developments. Ms. Villegas holds a Master’s degree in Urban Planning from the USC Sol Price School of Public Policy, a Bachelor’s degree in Community Studies from UC Santa Cruz and an AA degree in Criminal Justice from Santa Ana College. She has also served as a Planning Commissioner and is the Chairperson for the Building Industry Association of Southern CA's Housing Affordability Committee, among other civic engagements.
